Buffalo, New York —In an unanimous vote, the City of Buffalo‘s Planning Board voted to table the Elmwood Village hotel Proposal, postponing voting on legislation for up to 30 days.

The Board said its decision was due to the lack of public involvement, saying that there have not been enough meetings.

The Elmwood Village Hotel is a proposed project by Savarino Construction Services Corporation and was designed by Karl Frizlen of The Frizlen Group. The hotel would be placed on Elmwood and Forest Avenues in Buffalo, New York. In order for the hotel to be built, at least five buildings, that include both businesses and residents, must be demolished.

The Forever Elmwood Corp. is a Buffalo-based non-profit organization founded in 1994. Justin Azzarella, the Executive Director for the organization voiced support for the proposal, stating: “I am here today to lend Forever Elmwood’s support the hotel project. Particularly, Forever Elmwood is encouraged by the fact that this building follows the more stringent Elmwood Village Design Guidelines. We have been speaking with Savarino Construction, and they have promised us [Forever Elmwood] that they will engage the community further, including the surrounding Block Clubs and businesses. For that reason, while Forever Elmwood is in support of this project and the type of project that it is, we are asking also that the project be tabled so that the community can be further engaged. Specifically the surrounding Block clubs which include the Granger, Claremont, Asland and The Lincoln Parkway Block Clubs.”

“Because of the excellent work that Karl does and the game plan that they have, I think its an ideal use of this particular location. I think that this particular type of development needs to be encouraged and promoted as opposed to roadblocked,” said a man who owns five properties near the proposal site.

However, Evelyn Bencinich, a resident of Granger Place and whose house would be located directly behind the hotel said, “My property value will be depreciated or non-existent because no one is going to want to live behind a multi-story hotel. We are facing up to a year of noisy and dangerous demolition and construction. Children, pets and even drunk rebellers could wander on site and get hurt. Traffic tie-ups caused by large machinery and garbage bins is inevitable. Where will pedestrians walk? We could experience increased unsanitary flooding in our yards and basements due to the digging and cementing for the underground parking garage. Rats will be displaced into the immediate neighborhoods and be in great abundance. Once we get past the year of nightmare construction, what if you build it and they don’t come? We could ultimately have a seven million dollar rooming house on our corner.”

Patty Morris, co-owner of Don Apparel with Nancy Pollina at 1119 Elmwood also asked that the project be tabled saying, “this has only been public knowledge for less than two weeks and the public never saw the redesign. How can you vote on anything that no one has seen yet? The Board cut off Morris saying, “so specifically you don’t have any problem with it [the design] you just…” Morris then said, “Oh I am totally against this project, but thats besides the point isn’t it.”

The planning board is also concerned that the current design may still be too big.

At one point Board member Susan Curran Hoyt said, “we know you’ve cut down your number of rooms on this project, but we still see it doesn’t seem to fit the description of a ‘botique’ hotel,” and asked Eva Hassett, Vice President of Savarino Construction, “we wonder if you could reduce the rooms further.”

“One thing I didn’t talk about was the price levels of these rooms and that will be important to know. The room rate will be somewhere between US$120 and $160 a night, which is about the same price of the Hampton Inn down town and the smaller you make the hotel, the more expensive the rooms will get. We believe that we’ve made a good compromise in terms of the size of the hotel and perhaps botique means different things to different people,” said Hassett.

The board was also concerned that there is not enough parking asking, “are there alternative plans for valet parking off-site, in the event that you have a full hotel or a large event going on?”

“We are exploring several possibilities with respect to additional parking for valet and parking near-by,” replied Hassett. “We are also exploring the possibility of using the rear of 1105 Elmwood for additional parking, which would give us an additional ten or eleven spaces.”

The new design has a total of 55 parking spaces for 72 rooms, with 39 of them underground and the rest on ground level.

Hassett also said that a “parking study” will be done on the area.

Concerns that the second floor of the hotel will be too close to the property of 605 Forest were also brought up. The board asked how far the hotel would be from the property and Karl Frizlen replied saying it would “be approximately five feet from the property line,” but he also admitted that, “I do not know exactly how close the house next door” will be from the hotel, but did say “I think the house is about four or five feet away from the property line and we [the hotel] sit right on the property line.”

The board is concerned the setback from the property is not enough saying the space between the building and the hotel is “pretty narrow.”

The City’s Common Council also agreed to table the proposal also citing the need for more public engagement and the need for more organizations to respond including the Buffalo Preservation Board and the Office of Historic Preservation.

During that meeting, Hassett also said the proposal to try and get a variance to obtain the properties of 605 and 607 Forest were “now off the agenda.”

The Common Council is expected to meet and hold a public hearing about the project and the rezoning of the properties to be demolished (1119-1121 Elmwood) on Tuesday March 7, 2006 at 2:00 p.m. in Council Chambers at City Hall. At the moment the properties are not zoned for a hotel.

Plane crashes into office block in Austin, Texas

A small plane crashed into a building, which was one of the Echelon office complex, in north Austin, Texas this morning at 09:56 local time (1456 UTC).

Federal officials say the plane owner was Joseph Andrew Stack III; presumed to be the pilot who set his house on fire on the 1800 block of Dapplegrey Lane in north Austin an hour earlier. He then drove to Georgetown Municipal Airport, approximately 20 miles away, took off and then crashed his private plane into the Echelon complex.

The Federal Aviation Authority indicated the light aircraft was a Piper Cherokee PA-28, as did news reports and eye witnesses. The FAA said the plane had no flight plan and was under Visual Flight Rules.

Mr. Stack committed suicide, and a suicide note has been located. Mr. Stack’s suicide note mentions anti-government and anti-corporate ideals, as well as problems with the Internal Revenue Service and that he lost money in the Enron scandal. Although the incident was intentional, a Department of Homeland Security official said that terrorism is not suspected. The online host of the note, T35 Hosting, later removed it in its entirety after the FBI requested its censorship. However, Wikinews has preserved the full text of the letter.

Austin Fire Department reported around 1100 local time (1600 UTC) that two people were transported to local hospitals and one was unaccounted for. One man was admitted at a local hospital under serious condition for smoke inhalation. The other man suffered from second-degree burns on 25% of his back and has been transported by helicopter to Brooke Medical Center in San Antonio and is said to be in stable condition.

The seven-story Echelon Building One is located on 9430 Research Boulevard and contains Internal Revenue Service offices. The Echelon building complex houses a number of federal offices, including Central Intelligence Agency and Federal Bureau of Investigation. Research Boulevard is the service road of U.S. Route 183. The incident has caused severe backups on both Research Boulevard and Route 183.

A witness told The Austin Statesman that he saw the plane flying lower than usual, then it made a sharp turn and hit the building.

An Austin County EMS official, James Shamard, said that smoke is visible from at least a mile from the crash site. Another official for the Austin Fire Department said that two persons who were working in the building are still unaccounted for.

MSNBC reports that there was some form of domestic dispute between Mr. Stack and his wife before the incident. He then reportedly used gasoline to light his house on fire. When the fire department arrived, they rescued his wife and teenage daughter.

According to Jerry Cullen, a pilot and former flight instructor who witnessed the crash, the plane was traveling at high speed at time of impact.

Study: Fish reduces Alzheimer’s disease risk

Consumption of grilled or baked fish at least once a week can preserve the brain structure of seniors and reduce the risk of developing Alzheimer’s disease by three to five times, according to the results of a recent US study.

The study, conducted by the University of Pittsburgh School of Medicine in Pennsylvania, asked 260 volunteers with an average age of 76, about the frequency of their fish consumption. Ten years later, brain scans were carried out on those being researched. Those who regularly ate fish were found to have better preservation of parts of the brain related to memory. An additional five years later, 31% of those who did not regularly consume fish contracted mild cognitive impairment or Alzheimer’s disease. Of those who ate fish at least once a week, between three and eight per cent contracted the aforementioned medical conditions.

According to The Daily Telegraph, consumption of grilled or baked fish increases the intake of Omega 3 fatty acids, providing a greater amount of blood flow to the brain; therefore prompting a reduction in inflammation and internal gathering of plaque encountered in the lead-up to Alzheimer’s disease. Fried fish does not reduce the risk of contracting Alzheimer’s disease due to the low amount of Omega 3 it contains.

Dr. Cyrus Raji, who took leadership of the study, called it “the first study to establish a direct relationship between fish consumption, brain structure and Alzheimer’s risk.” Raji concluded that “people who consumed baked or [grilled] fish at least one time per week had better preservation of grey matter volume on MRI in brain areas at risk for Alzheimer’s disease.”

The Alzheimer’s Society’s research manager, Dr. Anne Corbett, stated: “This moderately sized study adds weight to existing evidence suggesting that eating fish reduces your risk of developing cognitive decline.” However, she contested these findings, saying they “did not account for lifestyle factors such as other foods or exercise”, which may have affected the overall outcome. Dr. Corbett advised consumers to “eat a healthy diet including fruit and vegetables along with taking regular exercise and giving up smoking” to reduce the risk of contracting dementia.

Meanwhile, Alzheimer’s Research UK lead researcher, Dr. Simon Ridley, believed the study had not clarified “whether other underlying factors may have contributed to the lower risk in people who eat fish.” There is “a clear need for more conclusive research into the effects of dietary fish on our cognitive health,” according to Dr. Ridley.

The results of the study are to be presented today at the annual meeting of the Radiological Society of North America.

Poison lead singer Bret Michaels in critical condition

Singer Bret Michaels has remained in a critical condition after suffering a brain haemorrhage. The Poison singer was rushed to a Los Angeles hospital on Friday with complaints of a severe headache.

His publicist released a statement saying that “Bret is a fighter and we are hopeful that once all is complete, the slurred speech, blurred vision and dizziness etc will be eliminated and all functions will return to normal.” He added that Michaels is conscious.

Michaels reached fame in the 1980s along with the glam rock band Poison. The group released such songs as “Every Rose Has Its Thorn” and “Talk Dirty to Me”. They are still recording and releasing music after 25 years. Michaels also recently recorded a song with teen singer Miley Cyrus.

The singer can currently be seen on US television on reality show The Celebrity Apprentice. The show which was recorded six months ago, is only half way through the current series. Michaels is one of the favourites to win. Fellow celebrities have sent messages to Michaels, British music manager Sharon Osborne said “I’m thinking of you and wishing you a speedy recovery”, while former Professional wrestler Maria Kanellis asked fans to keep Michaels in their prayers. The show’s host Donald Trump also sent Michaels his well wishes.

eBay removes Canadian town’s listing of sperm whale carcass

Citing violations of its policy regarding “Marine mammal items”, eBay terminated an online listing on Monday by the town of Cape St. George, Newfoundland and Labrador, Canada, for a 40 ft (12 m) sperm whale carcass reportedly beached upon its shores about a week prior.

With an initial asking price of 99 cents, bidding for the carcass reportedly rose to C$238.03 within 15 bids. Reports variously state the final price of the whale, prior to the removal of the listing from the auction site on Monday at about 2:30pm, was C$2,025 or C$2,075. Listed in eBay’s “really weird” category, the carcass was considered by eBay to be an example of “items made from marine mammals regardless of when the product was made”, which are prohibited as per site rules.

Following a council meeting on Sunday in the town of 950 residents, Cape St. George’s mayor, Peter Fenwick, put the whale up on the auction site in a bid to have it removed from the town’s premises, citing a lack of cooperation from provincial and federal government officials on the matter. “It’s your problem, you solve it”, Fenwick recounted to The Globe and Mail (TGaM) as the response he received from them. Apart from eBay, Kijiji was also suggested as another avenue by which to sell the carcass.

Fenwick told CTV News, several years prior another sperm whale measuring 15 ft was beached in the area, but disappeared without incident, an act Fenwick attributed to be the work of Fisheries and Oceans Canada. “This time”, he remarked, “the authorities have told us that it’s our whale, it’s our responsibility to get rid of it.”

On putting the carcass for sale, Fenwick remarked, “We knew we had to do something with it and this seemed to be the least expensive way of disposing of it.” In a news release, Fenwick highlighted a possible use for the carcass, particularly its bones. “The 40 foot sperm whale will make a spectacular exhibit once the fat and muscle is removed, and the town is asking museums and other organizations that could use a whale skeleton to contact the town for further details.”

On retaining the whale himself, Fenwick stated, “As a town we would dearly love to keep the whale and put it on exhibit in the town but the cost of such a venture would be hard to justify.” Fenwick told TGaM the whale was “in half decent shape”. “This one looks like it died very recently and hasn’t decomposed much”, which Fenwick suggested elsewhere was due to the whale’s present location, partially submerged in near-freezing water. However, Fenwick noted its close proximity to a residential area, saying homeowners who lived there were “very interested in seeing the whale gone.”

eBay was not the only organization who barred the sale from taking place. “We also got threatened by the federal department of the environment, and told to pull the ad off or they would prosecute us”, said Fenwick on the opposition he said he received from Environment Canada, which viewed the sale as contravening a federal act designed to protect endangered species. “I received a call from the federal department of the environment saying that you’re not allowed to sell any parts of sperm whales, even if they’re dead.” he added. “So I said, ‘Oh that’s very good, I’m glad to hear that, now can you send somebody over here to get rid of it for us?'” Fenwick’s request was met with a negative response from Environment Canada.

“They’ve got to sort it out somehow. The uncertainty means it just sort of sits there and rots.” Once decomposition sets in, Fenwick remarked the carcass would become a “real nuisance”. “I don’t know if you’ve ever seen a whale that’s been rotting on the beach for a couple of months — actually sometimes you can’t see it for the clouds of flies around it — but you can smell it for about a mile”, he added.

On finding alternate means to dispose of the carcass, Wayne Ledwell, a member of Newfoundland’s Whale Release and Strandings, suggested the whale be towed out to a remote area. “They need to do that right away, when they come in and they’re fresh,” said Ledwell. “No one wants to go touch them … everything becomes gooey and slippery and you can’t stand up on the whale and it gets on your boots and you can’t get the smell off and then you go home and the dog rolls in it and you get it in your kitchen and you curse the whales, and you curse the government and … it becomes a mess.” Fenwick said they’d considered the idea, enlisting a local fisherman who, however, judged his engine too small for the job.

Previously, blue whale carcasses washed ashore in the towns of Trout River and Rocky Harbour, located about 150 km further north, and were taken by Royal Ontario Museum for preservation of the skeletons. Fenwick suggested the sperm whale carcass in his town might also meet a similar fate, as the sperm whale’s status as the largest toothed whale might prove to be a drawing attraction for such a facility.

Regarding what he plans to do next with the carcass, Fenwick said “If we’re not allowed to sell it, we’re willing to drop our 99 cent price down to a zero.” He said he hoped some eBay bidder stays interested in the whale. “We’ll be glad to talk to them about giving them the whale. We’re hoping that’s not illegal.” He also said he hoped the publicity from the town’s predicament, which garnered national attention, and its unusual means of finding a solution, would draw in someone interested in taking the whale off his hands at their own expense.

Should the whale fall under new ownership, Fenwick advised it be moved away from the town to a beach devoid of people, and the blubber left as food for seagulls, insects, and other predators. He estimated “It’ll probably take a year or so to get down to the skeleton.” As monetary gain was reportedly not what the town cared about, Fenwick was willing to offer the carcass for free, though one report noted money raised from the listing could have gone towards the building of a skate park.

The listing on eBay, as put up by Fenwick, read:

These programs will help you to pay off your mortgage faster by adding one interest free monthly payment to the premium to your payments each year. This one payment can really add up, especially since the payment goes entirely to your principal and not to the interest on your mortgage account.

So how does it work? The theory behind the mortgage accelerated ownership program is simple and easy to understand. Start with this:

There are 52 weeks in a year.

You are paid (in most cases) every 2 weeks.

That means that you get paid 26 times in a year.

In most cases, you take your 2 paychecks a month together to pay for your mortgage.

So you pay your mortgage 12 times a year – that’s 24 paychecks.

Where do the other two paychecks go? In most cases, nowhere. Those two “extra” paychecks get placed into a savings account or worse yet; they are spent as soon as they come in since they are “extra”. With a mortgage accelerated loan program, however, those two extra paychecks go right onto your mortgage to create a 13th monthly payment every year, dropping your principal balance by the full amount of a month’s mortgage payment.

There are several ways to do this kind of program, one of which is to simply add a certain amount to your own monthly payment all by yourself. The problem with this is that because you are not enrolled in any special program with your bank, you might be tempted to slack off when there are other better things to spend your money on. Unfortunately, it seems as if there is always something better to spend your money on than extra mortgage payments, and the “program” simply doesn’t work unless you are dedicated to making it work.

A better option is to find out from your bank if you can enroll in a mortgage accelerated loan program through them. They will either bill you every other week for the amount of half your normal mortgage payment, or they will deduct the money automatically, either from your bank account or from your paycheck. This will help you make the payments whether you “want to” or not, because they are coming directly out of your cash flow before you even see it.

Because there are an extra two paychecks in this kind of plan, the balance of those two payments goes directly onto your mortgage, reducing your debt. This can take a good deal of time off of your mortgage, especially if you are settled into a 30 year mortgage already, and are looking for ways to shave off a couple of years.

If your bank or lender does not have an accelerated mortgage repayment program, then consider doing it yourself. You should write out a check for half the amount of your monthly mortgage payment every time you get paid without fail. If your bank will not let you send these checks in individually, then hold onto your first check until you can send both together. You will still have to pay the fees for an early repayment, but it might be less if it is done all at once, at least.

Another option, especially if you like your bank, is to warn them that you plan to refinance because of the high fees on extra payments. Ask if they would be willing to waive those fees in return for the continuation of your patronage. They might not agree, but it is always good to ask, and you might get just what you are asking for if you talk to the lending division and make your position clear. With no extra payment penalties, your mortgage accelerated loan program or the decision to accelerate your payments will help you own your home free and clear much earlier.

Glencore announces Tahmoor mine in New South Wales to close

Swiss mining company Glencore announced yesterday the closure of its coal mine in Tahmoor, New South Wales, Australia. The mine is to be closed by early 2019, pointing to the downturn of coal prices in global markets.

Glencore stated, “The decision has been made as a result of continued low prices in global coal markets, which has meant the economic return from reserves still available at Tahmoor are not sufficient to warrant the investment required to mine them”.

The closure will result in a loss of 350 jobs according to the company, who said they are consulting with the employees.

The mine is not the only operation impacted by the fall of global coal and commodity prices. The Australian arm of mining magnate Peabody Energy has reported losses of almost A$3 billion in 2015. According to latest financial reports for Peabody subsidiary Peabody Australia Holdco lodged via Australian Securities and Investments Commission, the company earned a net loss of A$2.7 billion — after a loss of A$1.2 billion in 2014. Accountants at Peabody Australia have warned the mine might not be able to continue operating, with the market persistently weak since December.

Despite low coal and commodity prices, both the major political parties have been supportive of coal mines. While appearing on the ABC’s Q&A program on Monday night, Coalition MP Steve Ciobo confirmed party support of coal mines. In response to an audience member question, concerning what policies the panellists had planned to combat job and economic loses in Queensland after the mining boom, Ciobo stated the Coalition government supports Adani’s new Carmichael mine in the Galilee Basin — as an example of “transitioning” the state’s economy.

Labor MP Terri Butler said although she doesn’t personally support Adani’s Carmichael project, the state Labor government “didn’t have much discretion” surrounding its approval. Meanwhile, Greens party leader Richard Di Natale criticised responses from the panellists claiming the “great tragedy” is both major parties support of coal mines such as Carmichael.

“If you care about tourism you don’t open up a whopping great big coal mine and fuel catastrophic global warming”, said Di Natale.

Di Natale accused both major parties of being deceitful in “slashing” both the target of and agency funding for renewable energy, leaving no plan to realize the investment potential of the renewable sector.

Gastric bypass surgery performed by remote control

A robotic system at Stanford Medical Center was used to perform a laparoscopic gastric bypass surgery successfully with a theoretically similar rate of complications to that seen in standard operations. However, as there were only 10 people in the experimental group (and another 10 in the control group), this is not a statistically significant sample.

If this surgical procedure is as successful in large-scale studies, it may lead the way for the use of robotic surgery in even more delicate procedures, such as heart surgery. Note that this is not a fully automated system, as a human doctor controls the operation via remote control. Laparoscopic gastric bypass surgery is a treatment for obesity.

There were concerns that doctors, in the future, might only be trained in the remote control procedure. Ronald G. Latimer, M.D., of Santa Barbara, CA, warned “The fact that surgeons may have to open the patient or might actually need to revert to standard laparoscopic techniques demands that this basic training be a requirement before a robot is purchased. Robots do malfunction, so a backup system is imperative. We should not be seduced to buy this instrument to train surgeons if they are not able to do the primary operations themselves.”

There are precedents for just such a problem occurring. A previous “new technology”, the electrocardiogram (ECG), has lead to a lack of basic education on the older technology, the stethoscope. As a result, many heart conditions now go undiagnosed, especially in children and others who rarely undergo an ECG procedure.
