Surgeons reattach boy’s three severed limbs

Tuesday, March 29, 2005A team of Australian surgeons yesterday reattached both hands and one foot to 10-year-old Perth boy, Terry Vo, after a brick wall which collapsed during a game of basketball fell on him, severing the limbs. The wall gave way while Terry performed a slam-dunk, during a game at a friend’s birthday party.

The boy was today awake and smiling, still in some pain but in good spirits and expected to make a full recovery, according to plastic surgeon, Mr Robert Love.

“What we have is parts that are very much alive so the reattached limbs are certainly pink, well perfused and are indeed moving,” Mr Love told reporters today.

“The fact that he is moving his fingers, and of course when he wakes up he will move both fingers and toes, is not a surprise,” Mr Love had said yesterday.

“The question is more the sensory return that he will get in the hand itself and the fine movements he will have in the fingers and the toes, and that will come with time, hopefully. We will assess that over the next 18 months to two years.

“I’m sure that he’ll enjoy a game of basketball in the future.”

The weight and force of the collapse, and the sharp brick edges, resulted in the three limbs being cut through about 7cm above the wrists and ankle.

Terry’s father Tan said of his only child, the injuries were terrible, “I was scared to look at him, a horrible thing.”

The hands and foot were placed in an ice-filled Esky and rushed to hospital with the boy, where three teams of medical experts were assembled, and he was given a blood transfusion after experiencing massive blood loss. Eight hours of complex micro-surgery on Saturday night were followed by a further two hours of skin grafts yesterday.

“What he will lose because it was such a large zone of traumatised skin and muscle and so on, he will lose some of the skin so he’ll certainly require lots of further surgery regardless of whether the skin survives,” said Mr Love said today.

The boy was kept unconscious under anaesthetic between the two procedures. In an interview yesterday, Mr Love explained why:

“He could have actually been woken up the next day. Because we were intending to take him back to theatre for a second look, to look at the traumatised skin flaps, to close more of his wounds and to do split skin grafting, it was felt the best thing to do would be to keep him stable and to keep him anaesthetised.”

Professor Wayne Morrison, director of the respected Bernard O’Brien Institute of Microsurgery and head of plastic and hand surgery at Melbourne’s St Vincent’s Hospital, said he believed the operation to be a world first.

McCain ad questions Obama’s benefit to families

The latest advertisement for United States Republican presidential candidate John McCain is questioning Democrat Barack Obama’s benefit to families.

Last week the BBC reported that the McCain campaign had released an advertisement comparing Obama to American celebrities Britney Spears and Paris Hilton, calling him “the biggest celebrity in the world.”

McCain’s newest advertisement, released early this week, continues along those same lines.

“Is the biggest celebrity in the world ready to help your family?” the narrator asks, according to The Boston Globe and a video of the ad displayed on its website. “The real Obama promises higher taxes, more government spending. So, fewer jobs.” With images of wind turbines in the background, the narrator says, “Renewable energy to transform our economy, create jobs and energy independence, that’s John McCain.”

The Boston Globe reports that McCain’s latest ad does not acknowledge that Obama’s economic policy, especially the proposed rollback of current president George W. Bush’s capital gains tax cuts, would largely affect the wealthiest of America, not the middle class.

Obama, the BBC reports, is quoted as calling McCain “cynical,” “desperate” and “in the pocket of Big Oil.”

The latest Obama video, shown on the USA Today website, touts McCain as “just more of the same” politics employed by George W. Bush. The ad cites a May 22, 2003 Fox News Channel interview where McCain says “the President and I agree on most issues. There was a recent study that showed I voted with the President over 90 percent of the time.” The ad then criticizes McCain’s policies on tax cuts, money for oil companies, and “tax breaks for companies that ship jobs overseas.”

USA Today does note that “[w]hile the ad shows McCain touting the fact that he had voted “with” President Bush more than 90% of the time, the Arizona senator did criticize the administration’s conduct of the war in Iraq — calling early on for more troops to be sent there. He also voted against the president’s original tax cut plan — though McCain now says he supports extending those tax cuts. And, he proposes cuts in all kinds of corporate taxes, not just those on oil companies.”

McCain is set to appear at an Ohio furniture plant Wednesday to reinforce the messages in his latest advertisement.

“America has the second highest business tax rate in the entire world,” he plans to say, according to prepared remarks issued by his campaign, and released by The Boston Globe. “Is it any wonder that jobs are moving overseas when we are taxing them out of the country? Unfortunately Senator Obama’s plans would raise taxes on businesses even more. He has promised tax increases on income, tax increases on investment, tax increases on small businesses. This is exactly the wrong strategy. Raising taxes in a bad economy is about the worst thing you could do because it will kill even more jobs when what we need are policies that create jobs.”

Obama spokesman Bill Burton responded:

“Is the biggest proponent of George Bush’s tired, failed policies ready to bring about change? Another day brings another dishonest attack from John McCain. While Senator McCain knows that Senator Obama has proposed cutting taxes for 95% of American families, what he’s not telling us is that he wants to give $4 billion in tax breaks to the oil companies, continue giving tax breaks to corporations that ship our job overseas, and provide no direct tax relief for more than 100 million middle-class families. It’s time to retire these old policies and bring new energy to America.”

Foot-and-mouth source confirmed as research laboratory

A report released tonight by the Health and Safety Executive has confirmed that there is a “strong possibility” that the cause of the recent foot-and-mouth outbreak is contamination, most probably by human movement, from a nearby research facility in Guildford, Surrey, UK.

The labs in Pirbright, where both private firm Merial and the governmental Institute for Animal Health operate, have been subject to ongoing investigations since the discovery of a new foot-and-mouth outbreak on Friday. The strain of the disease had already been identified as an O1 BFS67-like virus, which was isolated in a 1967 outbreak and was being used at the labs for research and the production of vaccines. It is not yet known whether the virus escaped from the Merial or the IAH lab.

Since foot-and-mouth was confirmed in cows at a Surrey farm, more than 200 cattle have been culled as a preventative measure. A protection zone has been set up around the affected areas and rules preventing the movement of livestock have been introduced throughout the country, with the aim of stopping further spread of the contagious disease. Restrictions on the import of English beef have already been imposed.

The last outbreak of foot-and-mouth in the UK, in the spring and summer of 2001, resulted in total losses estimated at £8bn. Seven million animals were slaughtered, and tourism was also badly hit.

Stabbing at Massachusetts high school leaves one dead

In the United States, a stabbing at the Lincoln-Sudbury Regional High School in Sudbury, Massachusetts has left a 15-year old student dead.

The stabbing happened around 7:20 am EST, before classes had started. A fight broke out in a boys’ bathroom between the 15-year old victim, James Alenson and 16-year-old suspect John Odgren, the fight spilled out in the hallway, where the stabbing occurred.

The school was sent into a “lockdown” and students were ushered into the gym, cafeteria and various classrooms. Alenson was rushed to Emerson Hospital where he was pronounced dead at 8:15 am EST. Odgren admitted to the stabbing and was in the principal’s office saying “I did it, I did it,” to police. However, Odgren also reportedly said “Is he OK? I don’t want him to die,” according to a police report.All students were released at 10:20 am EST.

Odgren was diagnosed with severe Asperger’s syndrome, an autistic spectrum disorder has been on medication for years, was a special education student at the school and had no history of violence according to his lawyer, Jonathan Shapiro. He is being charged with “murder, assault and battery with a dangerous weapon, and carrying a knife onto school property” and was arraigned in Framingham District Court where he pleaded not guilty to the charges.

Shapiro also asked if his client could go to secure facility at Children’s Hospital in Boston. Judge Paul Healy denied the request saying he did not have “enough assurance that Children’s Hospital would be secure.” Instead, he will be held at Middlesex Jail in Cambridge outside of the general population.

According to the school’s website, there will be a community meeting tonight in the school’s auditorium at 7pm EST.

Russian firefighting aircraft starts fires in Portugal

The Russian Beriev 200 airplane leased to the Portuguese Government suffered an accident last Thursday (July 6) afternoon, after one of its engines was damaged.

The accident occurred after a refueling operation at the dam of Aguieira, near Santa Comba Dão. As the aerial firefighting aircraft took off at the end of the refueling maneuver in the water – designated as ‘scooping’ – its “left wing hit the top of the trees and the aircraft suffered some damage” to its fuselage, said Colonel Anacleto dos Santos, director of the Cabinet of Prevention and Investigation of Accidents with Aircraft (GPIAA), to the Portuguese newspaper Correio da Manhã.

While hitting the top of the trees, leaves and some wood entered the left engine, which didn’t blow up, but that had to be turned off and the pilot was forced to release fuel for safety reasons. The release of the fuel started small wildfires across the area, reaching some houses, which were quickly extinguished by firefighters and helitack units of the GNR‘s Intervention, Protection and Rescue Group.

The airplane was able to do an emergency landing at the Monte Real Air Base, where it’s currently operating from, thanks to the flight experience of one of the Russian pilots. When contacted by the Lusa news agency, National Service of Firefighters and Civil Protection, vice-president Lieutenant-Colonel Joaquim Leitão explained that the repairs will be made by the aircraft company and that all the parts necessary to repair the damages will have to come from Russia, by which the solution for the problem will take “some days”.

Lieutenant-Colonel Leitão added that an investigation is in progress to analyse the circumstances under which the accident occurred. And when he was asked if the accident was caused by the limitations of the dam, given the dimensions of the aircraft, he said that the reconnaissance of the area had been performed before the scooping exercises began, and an operation officially kicks off when all the conditions are met.

The final report of the GPIAA will only be concluded in a few weeks but GPIAA director, Colonel Anacleto dos Santos, excluded two of the eventual causes of any aerial accident. “The atmospheric conditions were not adverse and there are no indications of mechanical failure. Everything points to human error.”

On board of the aircraft followed two Russian pilots – one of them still receiving formation – and an Portuguese pilot that was observing the operations.

Two years ago, the Italian authorities tested the Beriev in the same mission type. Having the Portuguese Government sent observers to evaluate the performance of the aircraft. However, some limitations were found in the performing of the Russian aircraft in Italy’s wildfire scenarios. Having the Italian Civil Protection reached the conclusion that the Beriev 200 is not prepared to operate in mountainous terrain.

A tsunami that was generated in the South Pacific by a powerful undersea earthquake has killed at least 110 people, according to authorities.

The majority of the fatalities occurred in Samoa, where rescue workers say at least 84 people were killed. Another 24 people are confirmed dead on American Samoa, while at least seven fatalities have been reported in nearby Tonga.

The US Geological Survey says an 8.0 magnitude earthquake struck early Tuesday local time. It generated waves that devastated coastal areas, knocked down buildings and sent cars floating out to sea.

Strong aftershocks followed the initial earthquake, with at least one measuring a magnitude 5.6. Tsunami alerts were issued for the entire South Pacific region but were later canceled. Survivors fled to high ground and stayed there for hours.

Several villages were destroyed on the southern Samoan coast of Upolu, which is also home to many tourist resorts.

During a flight on from Auckland, New Zealand to Apia, Samoa, Samoan Prime Minister Tuilaepa Sailele Malielegaoi told reporters he was shocked by the disaster. “So much has gone. So many people are gone. I’m so shocked, so saddened by all the loss.”

“The situation is very bad,” said Marie-Francoise Borel, a spokesperson for the International Red Cross, to the CTV News Channel by telephone. “This massive wave has swept across – it’s destroyed villages, it’s destroyed homes, people are in shock.”

The assistant chief executive of Samoa’s disaster management predicted that the death toll in the country could surpass one hundred, saying that searches for bodies in the region are still ongoing.

“They are still continuing the searches for any missing bodies in the area. Some areas have been flattened and the tsunami had brought a lot of sand onshore, so there have been reports the sand has covered some of the bodies. So we need specialised machines to search for bodies that are buried under the sand,” he said.

The communications head for the International Federation of the Red Cross, Jason Smith, told the Al Jazeera news agency that the Red Cross “[…] is working hard through five evacuation centres to provide people with safe places to stay and access to clean water,” estimating that up to 15,000 people in sixty villages were affected by the tsunami.

At the capital of American Samoa, Pago Pago, the tsunami measured 1.57 meters in height. The superintendent of the National Park of American Samoa Mike Reynolds reported four waves as high as six meters. People who experienced the quake said it was long, lasting from 90 seconds to three minutes.

Didi Afuafi, 28, who was riding on a bus in American Samoa when the tsunami struck, described her experiences. “I was scared. I was shocked. All the people on the bus were screaming, crying and trying to call their homes. We couldn’t get on cell phones. The phones just died on us. It was just crazy,” she said. “This is going to be talked about for generations.”

US President Barack Obama declared a major disaster in American Samoa, and has sent federal aid to support local recovery efforts in the US territory.

“My deepest sympathies are with the families who lost loved ones and many people who have been affected by the earthquake and the tsunami,” Obama said. He had earlier pledged in a written statement to give a “swift and aggressive” government response to the disaster.

“I am closely monitoring these tragic events, and have declared a major disaster for American Samoa, which will provide the tools necessary for a full, swift and aggressive response,” Obama said.

During a Wednesday appearance near Washington, D.C., the president said the US was ready to help its “friends” in neighboring Samoa and throughout the region.

In Tonga, seven people were confirmed dead and another three missing, after waves struck Niuatoputapu, a northern island.Acting prime minister Lord Tuita said in a statement that “according to information gathered from Niuatoputapu so far, seven people are confirmed dead, three missing and four with very serious injuries,” Lord Tuita, the acting prime minister, said in a statement. “It is reported that the tsunami did serious damage to the village of Hihifo, which is like the capital of the island.

“The hospital on the island is reported to have suffered major damage; telephone communication has been cut as a result of damage to equipment and facilities on the island; homes and government buildings have been destroyed,” he said.

An airplane was reportedly chartered by Tongan authorities to determine the amount of damage done to Niuatoputapu, but wasn’t able to land.

Obama’s first State of the Union speech focuses on economy, jobs

In his first annual State of the Union address Wednesday night, United States President Barack Obama urged Americans to overcome a deficit of trust in government and work together to solve a damaged economy and other problems.

Obama acknowledged that many Americans are frustrated and angry, doubting whether he can deliver the change he promised in his 2008 campaign. But he said change is not easy, and he will continue to pursue it. “We do not quit. I do not quit. Let us seize this moment-to start anew, to carry the dream forward, and to strengthen our union once more,” he said.

In his hour-long speech before both houses of the United States Congress, the president several times confronted the public anger that has caused his approval ratings to slide. “We have to recognize that we face more than a deficit of dollars right now. We face a deficit of trust-deep and corrosive doubts about how Washington works that have been growing for years,” he said.

Much of Americans’ frustration concerns the nation’s stubborn 10-percent unemployment rate. Obama called for a number of initiatives to address the problem and urged the Senate to join the House of Representatives in passing a second jobs bill. “People are out of work. They are hurting. They need our help. And, I want a jobs bill on my desk without delay,” he said.

Among the president’s economic goals are doubling U.S. exports in five years and freezing most domestic government spending for three years, starting in 2011. Obama also called upon lawmakers to continue earmark reform, saying, “Tonight, I’m calling on Congress to publish all earmark requests on a single Web site before there’s a vote, so that the American people can see how their money is being spent.”

Obama urged Democratic lawmakers not to abandon the effort to reform the U.S. health care system, one of his administration’s main priorities. “Do not walk away from reform. Not now. Not when we are so close. Let us find a way to come together and finish the job for the American people,” he said.

He called on both Democrats and Republicans to overcome their bitter partisan divisions and work together to pass legislation to solve problems. “What frustrates the American people is a Washington where every day is Election Day,” he said. “We cannot wage a perpetual campaign where the only goal is to see who can get the most embarrassing headlines about the other side. A belief ‘if you lose, I win.'”

On foreign policy, President Obama again pledged to remove all U.S. combat troops from Iraq by the end of August. “But make no mistake: this war is ending, and all of our troops are coming home,” Obama said.

He also said he is confident the United States will succeed in the war in Afghanistan and that diplomatic efforts are helping isolate Iran and North Korea for their pursuit of nuclear weapons. He also addressed critics of his foreign policy agenda, such as former Vice President Dick Cheney saying, “Let’s put aside the schoolyard taunts about who is tough. Let’s reject the false choice between protecting our people and upholding our values.”

Another plan announced by Obama is to end the U.S. military’s controversial “don’t ask, don’t tell” policy on sexual orientation of service members that has existed since the Clinton administration saying, “This year, I will work with Congress and our military to finally repeal the law that denies gay Americans the right to serve the country they love because of who they are.” He added, “It’s the right thing to do.”

Obama also addressed the recent ruling by the Supreme Court of the United States in Citizens United v. Federal Election Commission saying, “With all due deference to separation of powers, last week the Supreme Court reversed a century of law that I believe will open the floodgates for special interests – including foreign corporations – to spend without limit in our elections.” In a break of decorum, Associate Justice Samuel Alito appeared to mouth the words, “No, not true”, in response, according to many commentators.File:Bob-McDonnell sm.jpg

The Republican Party’s response to the president’s speech came from the governor of the state of Virginia, Bob McDonnell. McDonnell gave the speech from the chamber of the Virginia House of Delegates. He said Democrats are spending too much and causing an unsustainable level of debt.

The newly inaugurated governor said, “What government should not do is pile on more taxation, regulation and litigation that kill jobs and hurt the middle class.”

He also said Americans want affordable health care, but do not want the government to run it.

McDonnell also criticized the Obama administration’s handling of the suspect accused of trying to blow up Northwest Airlines Flight 253 on Christmas Day. He said he does not agree with the decision to try the Nigerian suspect, Umar Farouk Abdulmutallab in the Detroit airliner plot in a U.S. civilian court.

McDonnell is one of several Republicans who have recently won elections in states which the Democrats swept in 2008.
